Brief introduction to the case
On August 11, 2021, during daily inspections, staff at the Information Center of Jinjiang Ecological Environment Bureau of Quanzhou City discovered that the automatic monitoring data of a clothing washing company in Jinjing Town since mid-July 2021 has appeared every few days. Fixed value. After preliminary judgment, there are obvious abnormalities in the company’s online monitoring data.
In order to avoid alerting the snake, the bureau immediately launched an “emergency” linkage verification and response mechanism for abnormal information. The Information Center of the Bureau immediately conducted a surprise inspection together with the Jinjiang Ecological Environmental Protection Comprehensive Law Enforcement Brigade and the Jinjing Squadron, and went straight to the company’s sewage treatment facilities and automatic monitoring stations to conduct inspections and verifications.
On-site inspection by law enforcement officers found that a mineral water bottle was placed behind the company’s automatic COD monitoring equipment, and the equipment’s sampling tube was inserted into the mineral water bottle to take samples.
After investigation, it was found that the submersible pump failure at the company’s wastewater discharge port caused the water quality sampler to be unable to normally take water samples from the wastewater discharge port and supply samples to the COD and ammonia nitrogen automatic monitoring equipment for testing.
After questioning the third-party operation and maintenance personnel, it was learned that from the submersible pump failure on July 13, 2021 to the on-site inspection on August 11, the third-party operation and maintenance personnel still did not take effective measures to repair the equipment failure for 29 days. Failure to report to the ecological environment department in a timely manner, and manual monitoring was not used during the failure period.
In particular, in order to save trouble, the third-party operation and maintenance personnel took mineral water bottles to the wastewater discharge outlet without authorization four times to manually take water samples and then placed them in the automatic monitoring station for sampling and testing by the automatic monitoring equipment. During the inspection of the company’s sewage treatment facilities, law enforcement officers also discovered that the company had installed a “three-way” valve on the connecting pipe between the boiler dust removal pool and the sewage treatment facility’s clear pool without authorization, causing the boiler dust removal water to pass through the “three-way” valve. “External discharge is an act of illegally discharging wastewater through hidden pipes, so the two cases were investigated together.
